Every year in February, Fair Oak & Horton Heath Parish Council agrees its budget and sets its ‘precept’ for the forthcoming year at a meeting of the Full Council. The precept is the Council Tax which is raised and spent by Eastleigh Borough Council to fund the services it provides. Fair Oak & Horton Heath Parish Council does not receive funding from Central Government, nor does it receive any rates from local businesses. For 2018/19, the precept is £102.47 per Band D property. This is a slight increase of £7.96 from the previous year, working out at an increase of just 0.15p per week.
Each year the Parish Council is required to complete and submit to its External Auditor, an Annual Governance and Accountability Return. Once the return has been verified by the External Auditor, it is published on the Council’s website. Please see the links below for the previous years’ Annual Governance and Accountability Returns.

Payments Over £500
The Local Government Transparency Code (May 2016) recommended that each Town and Parish Council publish information relating to items of expenditure exceeding £500 on a quarterly basis. However, the Parish Council has decided to publish its payments over £500 on a monthly basis and this can be found here.
The Council can give grant aid to local groups and organisations, if they can demonstrate that their project will directly benefit the residents of Fair Oak and Horton Heath. If you wish to apply for grant aid please complete the application form below.
